News Summary

The Irvine City Council has appointed Assistant City Manager Sean Crumby as interim City Manager following the departure of Oliver Chi. Chi, who has significantly contributed to Irvine’s development, is set to become the City Manager for Santa Monica. Crumby, bringing nearly three decades of experience in municipal governance, will lead during a critical period as the city continues important community projects. His appointment has received mixed reactions from residents, who are eager for innovation and sustained community engagement.

Irvine – The Irvine City Council has appointed Assistant City Manager Sean Crumby as the interim City Manager, effective July 7, following the departure of Oliver Chi, who has been named the City Manager for Santa Monica. Crumby’s appointment comes at a pivotal time for the city, as he steps into the role that Chi has filled since December 2021.

Oliver Chi, who has been instrumental in Irvine’s development, will conclude his tenure on July 6, just a day before Crumby officially takes over. Chi’s departure to Santa Monica is seen as a move to strengthen their leadership structure, where he will manage a city budget of $789.9 million and oversee more than 2,000 employees.

In taking on his new responsibilities, Crumby brings with him nearly three decades of executive leadership experience in municipal governance. He has previously held significant roles, including Director of Public Works in Huntington Beach, Assistant City Manager, and Public Works Director for Seal Beach. In addition, Crumby has served in a variety of leadership positions in Long Beach.

During his tenure as Assistant City Manager for Irvine, Crumby has been at the forefront of important city initiatives, overseeing various projects related to public works, transportation, and sustainability operations. One of the most notable projects he has been managing is the $1 billion Great Park construction, which has been pivotal for the community. However, he has faced criticism concerning community outreach and feedback related to proposals for an aerial transit system over the Great Park.

Some residents have expressed excitement about Crumby’s innovative approach and vision for the city. In his own words, he has pledged to honor and commit to advancing Irvine’s priorities during this transitional period.

The Irvine City Council is set to consider Crumby’s contract at their meeting on June 24, in anticipation of the leadership change. Mayor Larry Agran has commended Chi for his contributions to the city and has expressed confidence in Crumby’s ability to guide Irvine through its ongoing projects and community initiatives.

Chi’s move to Santa Monica is significant, as he replaces Elaine Polachek, who had been serving as interim City Manager following the resignation of previous City Manager David White in February. Santa Monica has encountered challenges in maintaining consistent leadership, and Chi is expected to bring stability to the role. He is set to begin his new position on July 14, with an annual salary of $410,604.

The leadership transition in Irvine comes at a time of considerable development and change. As the city prepares for Crumby’s interim management, the focus will remain on key community projects and ensuring ongoing engagement with residents, particularly those who have raised concerns about recent proposals.

Overall, the appointment of Sean Crumby marks a crucial moment for the city of Irvine as it continues to evolve and address both the challenges and opportunities facing local governance.
