Chi, who is set to depart for a new role as City Manager of Santa Monica. Chi’s last day in office will be July 6.

The City Council acknowledged Chi’s impactful leadership and contributions throughout his tenure, which began in December 2021 when he became Irvine’s sixth City Manager. His leadership has been characterized by significant initiatives aimed at improving the city, leaving a legacy that the council highly appreciates.

Crumby joined the City of Irvine in 2023, initially serving as the first Director of Project Delivery & Sustainability. During this tenure, he managed a substantial portfolio, overseeing around $100 million in projects annually as part of the Capital Improvement Program. His role has also included responsibility for various environmental initiatives linked to the Active Transportation Program, aimed at promoting sustainable practices within the community.

In December 2024, he was promoted to Assistant City Manager, where he focused on Great Park and External Operations. Crumby’s nearly three decades of experience in municipal government have equipped him with strong executive leadership skills, making him well-prepared for the challenges of the interim position.

Before joining Irvine, Crumby served as the Director of Public Works for the City of Huntington Beach and was previously the Assistant City Manager for Seal Beach. His extensive experience also includes various leadership roles in Long Beach, especially as the Deputy General Manager of the Water Department. Additionally, he is a registered Civil Engineer, holding a Bachelor of Science degree in Civil Engineering from the University of Nevada.

The City Council plans to review Crumby’s contract during their meeting on June 24, formally paving the way for his interim management role. Crumby, who has been married to his wife, Clarice, for 21 years, brings a personal touch to his leadership style. The couple shares their home with two pet puppies, reflecting a balanced approach to work and personal life.

Overall, Crumby’s appointment comes at a crucial time for the City of Irvine as it navigates a leadership change and prepares to continue pursuing its goals for sustainable growth and community development.
