According to the development plan, the project will comprise two seven-story buildings paired with two seven-story parking structures. The ground floor is designed to include 4,460 square feet of commercial space alongside 657 residential apartment units. Of particular note is an affordable housing agreement embedded within the proposal, which aims to secure 78 deed-restricted low-income units.

The City Council had previously discussed initiating an appeal regarding this project on June 23 but did not reach a definitive conclusion, thereby allowing the planning commission’s approval to remain effective. The appeal was filed by the Supporters Alliance for Environmental Responsibility (SAFER), an organization that emphasizes compliance with environmental regulations. SAFER’s appeal requests a new project-specific environmental impact report (EIR), arguing that significant impacts are not adequately addressed in the final EIR associated with the project.

Principal Planner Steven Ayers has recommended that the council deny the appeal from SAFER and reaffirm the planning commission’s approval. If the development receives final approval, it will contribute to California’s mandate for cities to provide 4,839 additional residential units by 2029, in accordance with the Regional Housing Needs Assessment.

This housing project is part of ongoing efforts to tackle housing needs within Fountain Valley. Additional projects are underway in the area, including developments along Euclid and Heil, reflecting a broader commitment to expand residential options for the community.
