Among the significant planned improvements is the replacement of the aging Balboa Branch Library alongside Fire Station No. 1. Demolition and construction work is scheduled to commence in fall 2023, with both facilities expected to be completed by spring or summer 2027 at an estimated project cost of $18 million. This is part of broader efforts to modernize the city’s infrastructure.
In addition to the library and fire station plans, Newport Beach officials are working on the rehabilitation of McFadden Plaza and Newport Pier. Renovations will include replacing the existing wooden causeway with a more durable concrete or steel option. Public input will be solicited during this process, which may extend over several years to ensure community needs are met.
The Newport Beach Central Library is also set to receive a new auditorium, Witte Hall, with completion expected by January 2026. This project carries a price tag of $23.5 million, half of which is funded by donations from the community.
Amid a growing demand for recreational facilities, the city is considering the construction of new pickleball courts at MacArthur and Bonita Canyon, projected to cost approximately $1.3 million. Additionally, plans are in early stages for a public swimming complex at the lower Castaways Park, anticipated to open in spring 2028, with an estimated total expenditure of $47 million.
Furthermore, the city will expand its summer trolley program with a grant totaling $3.2 million. This expansion will include the addition of new shuttles, which are expected to roll out by summer 2026.
Looking further ahead, the Newport Beach Police Department is planning a new headquarters to be constructed on 3.59 acres at 1201 Dove St. Construction is not set to begin until at least 2032, with estimated costs reaching $96 million.
The infrastructure enhancements extend to Balboa Island, where above-ground power lines will be replaced with underground infrastructure, a project set to conclude by 2028. In collaboration with the U.S. Army Corps of Engineers, Newport Harbor will also undergo a dredging project starting this spring, with costs expected to exceed $23 million.
Additionally, the city’s public works department is designing a modern drainage system specifically for Balboa Island, with construction scheduled to start in spring 2026 at a cost of $42 million. MacArthur Boulevard is also slated for revitalization between January and July 2026, at a budget of approximately $6.5 million.
Finally, Balboa Island will see its concrete streets, many of which are more than a century old, replaced over the next five years, with an estimated budget of $50 million earmarked for this project.
